Background Check Procedures

The St. Cloud Area Youth Basketball Association endeavors to ensure that every individual that is not currently attending high school and is 18 years of age and older and who has the opportunity to interact with youth involved in SCAYBA programs undergo a background check.

The background check provides a means to review an individual’s background in respect to their participation with youth activities. While no screening process can offer absolute assurances, being aware of an individual’s background can provide more certainty that people with a history of inappropriate behavior will not have access to youth participants.

The objectives of the background check program are to help ensure that our children have a safe and positive experience, and to provide parents with an elevated level of acceptance and trust.

1. Background checks will be done on prospective coaches on an annual basis.

2. Prospective coaches who have undergone a background check for employment, or other reasons, will still be required to submit to a background check specifically for SCAYBA.

3. Persons arrested for the following offenses will not be allowed to coach:

  •  Any assault against a minor
  • Assault
  • Child Abuse
  • Child Neglect Felony
  • Child Pornography
  • Contributing to the Delinquency of a Minor
  • Controlled Substance Crimes
  • Controlled Substance Crimes against a minor
  • victim
  • Criminal Sexual Conduct
  • Domestic Assault or Abuse
  • Embezzlement
  • Felony Assault
  • Felony theft
  • Harassment
  • Indecent Exposure
  • Kidnapping
  • Malicious Punishment of a Child
  • Manslaughter
  • Murder
  • Solicitation to Engage in Sexual Conduct
  • Violation of Restraining Order

4. In addition to the above crimes, a person may be disqualified from coaching if SCAYBA obtains verifiable information that the individual completing this form:

  1. Has been arrested of a crime against a minor or a crime that indicates the person may pose a risk to the health, safety and/or well being of players.
  2. Has provided false information in completing this form.
  3. Has been requested to leave, resign or was terminated from a position due to complaints of physical or sexual abuse of minors.
  4. Has been found liable for civil damages or penalties resulting from the physical or sexual abuse of a minor.

5. All persons receiving background information regarding an individual shall maintain the confidentiality of such information in accordance with applicable laws.

6. Individuals may obtain a copy of their background report upon written request and with evidence of proper identification.

7. Guidelines for completing the background check consent form

  1.  Information must be legible.
  2. Complete legal names must be on request, and include the full middle name (not just initial)
  3. Only one person per request form.
  4. Form MUST include applicant’s date of birth, Social Security Number, and gender.
  5. Form MUST be signed and dated by applicant.
